This release comes with a complete user interface translation in Japanese and a complete Japanese user manual.

QCAD 3.1.3 adds support for most text encodings that can be used for DXF / DWG files (CODEPAGE).
Linux packages are now linking against glibc 2.11.1 which means that QCAD should run on a wider range of older Linux distributions.
