Can this automated workflow be achieved using Qcad? I've looked at Qcad Tutorials and can't quickly determine if this is possible.
I don't need nested optimization but instead toolpathing applied to nested dxf pattern representations and then generate and write g-code files in the same pattern order.
This automated process was not possible natively in Vectric products without a gadget to fill in missing pieces of functionality.

The workflow in QCAD/CAM is different.
QCAD/CAM can be used to nest parts into a given set of sheets:

You can then create toolpaths from the parts:

If this does not answer your question, please elaborate as it is not immediately clear from your recording what you are trying to do or how the selected DXF files are used or where the toolpath parameters are defined, etc.
