From a QCAD user:
Is there a 'regen' command in QCAD to refresh the drawing view or regenerate the rendering of arcs and circles?

No. QCAD regenerates circles and arcs automatically when appropriate. You should never see very roughly rendered arcs or circles which look like polygons.

If you find that your arcs are not rendered as smoothly as desired, you may want to adjust the rendering options in the preferences dialog (reduce this value, to render arcs more smoothly - note that this might make the display refresh slower):
