How does one change line types, width, colour, etc in 3.9.8?

Any help appreciated.

Entity attributes (color, line type, line weight) are usually controlled by the layer you draw upon.

You can also set these attributes per entity if you prefer:
View > Property Editor

Select one or multiple entities and change the color, line type, etc. as desired:

OK, what if I want to use different linetypes on a layer.
EG: hidden lines, center line.

You don't.

Layers are primarily used to assign a 'meaning' and visual attributes to entities. Perhaps this post from the tips and tutorials section is helpful to understand the idea behind layers and blocks:

Yes, of course, also in QCAD (for example using the property editor). But it's highly unusual and certainly not the recommended way of working with a CAD.
