One would typically create a part library item for each reusable symbol. A part library item is simply a DXF or DWG file in the QCAD installation directory for example under libraries/default/Symbols).

The drawings in the libraries can then be inserted using the part library browser (View > Library Browser). Once inserted, a block is created for the item. This block can then be inserted again if desired.

Alternatively, DXF/DWG files can also be inserted into drawings by dragging them into the drawing area from a file browser (Windows File Explorer, Mac OS X Finder, etc.).
