Tool tip popup menus are unreadable.

I just installed version 3.10.0.0. I've used the program a little in the past but this time, the tool tip popup menu backgrounds are an off white color and I cannot read the text within.
I did not change anything in the settings, this is how it was once the program opened for the first time.
Any ideas how I could fix this?
