Up to know it´s impossible to draw a circle by the given combination:
point, tangent and radius.
I would like this to be added to the circle options.

Construction solution for circle through point P with radius R, tangential to L:
- Draw circle with radius=R and center in P
- Draw parallel to L with distance=R
- Draw solution circle at intersection of the two elements created above with radius=R
