Unfortunately, this is not a problem we can reproduce nor something we've seen before. It may very well be unique to your particular setup. A reboot or a complete re-installation of QCAD might help.

I found the sollution: it is necessary to download the following program:
ASR_Blue_Installer_fr_pc20.exe (for France) then install and launch a control and a repair.
this comes from an internal error in LIBEAY32.DLL.
this program fixes the LIBEAY32.DLL error.
thanks to this program, my problem is gone, and everything works without error.
