Rotating a Viewport will lead to rotate the drawing in the viewport but not the Viewport itself. This will happen during a creation process by using VT or afterward by editing a viewport in the Property Editor.

In QCAD IMHO a Viewport is always a rectangle in X & Y.
The view inside is rotated, not the Viewport itself.
This is similar as in ACAD with MVSETUP.
But that is basically related to a USC.
Beside that ACAD supports slanted Viewports:
With VPROTATEASSOC=0 the view is not rotated with the Viewport.
The Viewport and content are both rotated with VPROTATEASSOC=1.
I agree that rotating the Viewport and or not the content opens up perspectives.
And other shaped Viewports even more. ;-)
I suspect this is a feature request instead of a bug.
Voted for it, why not vote for it yourself?
I would like to see how QCAD displays an ACAD file with a slanted Viewport.

CVH
The rotation property refers to the rotation of the viewport contents, not the rectangular viewport area. Viewports in QCAD are always rectangular and aligned to the X/Y axis.
