If there is no selection the Properties Editor could be used to predefine the properties of to be drawn elements.

There exist a Pen Toolbar that will define the General Properties of newly created objects.
If the Property Editor is configured to show properties of the current Block and the current Layer this feature is no longer an option.
I would move to closure.
