FS#2288 - Layer State Widget

The option of a layer state widget would be a nice way to see and select between different layer states.

It would be nice if there was a drop-down menu on top of "Layer List" widget, not a separate one, or as a toolbar with a drop-down, similar to "Pen" toolbar.
