Deleting entirely c:\program files\QCAD and fresh install of 3.19.1 resolved the problem !

[solved] QCAD 3.19 failed to launch, WIN 7 32-bit
Hi, I was using QCAD 3.4.5 for a long time now and I decided to upgrade to 3.19 today. Installation completed without problem. When I would like to start QCAD, the splash screen is displayed, adds-on (or modules i dond't know) are loaded then the splash screen disappear and nothing more.... Nothing ...
