I agree completely and if I implied otherwise it wasn't intentional - Sorry about that. I was referring to cleanly uninstalling and then re-installing the same version as before, to hopefully fix any potential file corruption.

EventID 1000 is a rather generic event recorded by Windows when an application fails. The offset is the location in memory where the error occurred, which typically means little unless different application repeatedly have errors at the same location. Not sure there is a QCAD log, specifically. As a test, I installed (and ran) QCAD in a Windows 7 VM where it had never been before and the only search hits I got were in the Windows Application log, from the install only. There's no QCAD app log nor any hits on "QCAD" elsewhere. I didn't find any in...

That should work. My (Linux) desktop file does this:

/opt/qcad/qcad /home/len/Documents/QCAD-default.dxf
...which is essentially the same thing you indicated.

Does QCAD not launch at all, or does it launch but without loading your file?

I'm on Xubuntu 16.04 LTS and have used the tar file to upgrade the last couple of revs. I have no such issue. Looks like two vanishing points to me...? Must've had lots of construction lines! :)

In the 80s I was doing graphic design, not CAD. The early 90s and CorelDRAW was about as close as I got... Unless you count the copy of EasyCAD that came with MS-DOS 3.3 and my first PC.
