Delete layer tool

I find the "delete unused layer" quite handy. However, I have occasions where I wish to keep unused layers for possible later use (typically the default ones that are created when I start a new drawing, i.e. "construction lines", "hidden" etc)
Would it be possible to add the condition that the layer should be unlocked to allow the delete tool to perform the action? It would then be easy to preserve the needed empty layers by activating the lock feature.
