From a QCAD user:
I want layer "X" to be at the bottom and layer "Y" on top, how do I do that?

Select all entities of "X" and send them to the back, select all entities of "Y" ...

Layers have no influence on draw order (or "display order") whatsoever in QCAD or CAD in general. Layers are a logical concept used to add information to an entity: a line on layer 'walls' might be part of a wall, a line on layer 'gas' might be part of a gas pipe.
Draw order can be controlled in the property editor (property "Draw Order") or using the tools
Modify > Draw Order > Bring to Front
Modify > Draw Order > Send to Back
Example
Let's say you have a bitmap that should be in the background, a rectangle that should be in the middle and a circle in front.
- Select the bitmap and set its draw order in the property editor to "0"
- Select the rectangle and set draw order to "1"
- Select the circle and set draw order to "2"
Alternatively:
- Select the bitmap and choose
Modify > Draw Order > Send to Back
- Select the circle and choose
Modify > Draw Order > Bring to Front

Andrew,
I did not receive a reply in regards to the manual and the discount code being rejected. Can you please look into that matter as I want the manual...

In regards to your tutorial response I did not grasp the concept in regards to layers. I don't understand the concept of 'Draw Order with a DXF that doesn't have a BG. I've included an attachment outlining what I need help with to get started...... Also I don't know what a block is and what it refers to.... Also, is an Entity a single path or curve. For the most part I need to be able to do what is in the attached PDF. I have been contacted by some Vancouver Forum members today and hopefully some assistance can come from them.
Andrew is it ok to give my direct information on the forum / and hire a willing participant?

To place a selection on a layer:
- Add the layer, e.g. "Layer 1"
- Select the entities (= drawing objects)
- In the property editor, change the layer, e.g. from "0" to "Layer 1"
One your entities are on a separate layer, you can hide them by hiding the layer:
- Click the eye-icon in the layer list, next to the layer you want to hide
As far as I can tell, you will not need blocks (named, reusable groups) for what you are trying to do.

Please contact someone who is interested by private message. All information posted to the public forum is public for all to see (including non-members) and can also be found through search engines. Better don't post anything that is private or sensitive in nature.

1.: This + is meant to create a new but virgin layer. Ready to be filled by you creativity ...
2.: Select what needs to be moved to a new layer, Check Property Editor, move selection to a new layer. You then are able to toggle the visibility for this layer.

3+4.: Every entity (lines, arcs, circles bitmaps etc etc) is on a layer. How to organize those layer is your job. The visibility on those entities can be toggled e.g. with the Eye icon in the layer list

For demonstration purposes I modified your 17.dxf example. I moved all blue lines to layer Blue Lines. Play with the Eye icon in the Layer List to toggle the visibility of those blue lines ...
If the Layer List isn't launched by now you can do that below Menu/View/Layer List
