From a QCAD user:
Can I import a bitmap into QCAD and then trace / vectorize its contents?

Yes, you can insert a bitmap (BMP, PNG, JPEG, TIFF, etc.) into the background of your QCAD drawing and then trace it using CAD tools as appropriate (lines, arcs, splines, polylines, etc.).

There is no automatic bitmap tracing in QCAD.

3rd party solutions exist for automatic image vectorization (for example in Inkscape). This could be used as an intermediate step before importing and cleaning up the vector data in QCAD.
