In your drawing is an "Absolute zero point" which is fixed and noticeable as a red cross.

The "Relative zero point" in QCad is noticeable as a small red circle with a cross which is movable (Set relative Zero) to any location in your drawing. You can use it as a temporary reference for a construction like: draw a new line from Relative Zero with a distance (Coordinate tool) of x5 y7.

BTW: All this and much much more information's are very good presented and explained in the QCAD Book. Maybe a good investment to learn general CAD concepts and QCAD itself:
