Blocks on multiple layers

Is it possible to have the entities in a block created on one layer assume the layer and characteristics of the layer upon which it is placed? I have a drawing in which I'm assigning color and line weight by layer. I'd like to have a given block assume those characteristics based upon the layer upon which they are placed, but it seems as though it retains the characteristics of the layer on which it was created. Further, If I shut off visibility of the creation layer, the blocks that are ostensibly on the new layer still shut off, which is not what I want.

Some help with this would be greatly appreciated.

What you are looking for might be the By Block attribute value.
