There is currently no SHP import or export support in QCAD.

There are, however, free tools to convert SHP to DXF and vice versa:

I have tried various ways of creating DXF from SHP, including using either QGIS. The geometries come through, however, I loose all the attributes. I was hoping to get attributes as custom key / values. I will try accessing the data via SQL.
