Every time I try doing it, I get a message in the command box stating that is not possible.
What is the closest thing to doing a duplicate?
I can make new layout blocks for sheets, I just want to know if there is a way with a bit less fuss than making a new layout block, changing sheet size and changing scale.

Indeed, Layouts are excluded for some unexplained reason ...
But there might be a workaround if it suits you, see:

I only can not say if it is fully developed.
It was not adopted by Andrew.
Remark that it is listed among the Block tools and has shortcut '22'.
