Unable to Install QCAD 3.27.6 64bit on Windows 11 - Windows Installer Service

Hello. I just purchased QCAD Pro (v. 3.27.6) and the installation has failed multiple times. Upon selecting "install" from the dialog box I receive the following error...
"The Windows Installer Service could not be accessed. This can occur if the Windows Installer has not been properly installed. Contact your support personnel for assistance."
Due to the nature of this error (Windows Installer Service Could Not Be Accessed). I've tried the following troubleshooting steps...
Run services.msc
Right-clicked Windows Installer and clicked Properties.
Start Up Type is set to manual.
In the Service Status section, clicked Start
I've also tried reregistering the service...
Run msiexec.exe /unreg
Run msiexec.exe /regserver
I'm running a Dell XPS 15 with 32gb of RAM and a 2tb SSD
Edition Windows 11 Pro
Version 22H2
Installed on 7/4/2022
OS build 22622.436
Experience Windows Feature Experience Pack 1000.22632.1000.0
I've found no suggestions on the support site, QCAD forum or internet search (specific to QCAD).
