Can not edit shortcuts

QCAD 3.28.2.0 (3.28.2) Windows 10

I cannot edit the keyboard shortcuts. I do not have a "Tool Settings" tab in the General settings. I have reinstalled QCAD and restarted the settings but nothing has changed. Has anyone had a similar case?

This looks like the free QCAD Community Edition. Can you please confirm? Then I can move this to the appropriate forum.

Editing shortcuts is a QCAD Professional feature.
