Good morning,
I generally draw in mm. When I am using 1:1 scale any dimensions are large enough to read easily. If I have to use a much smaller scale, say 1:10 to print the drawing, the dimensions are too small to read. Conversely, if I draw in mt, then the dimensions are HUGE!! Is there any way to scale the dimensions of the drawing to make them suitably legible? I am not a master in CAD, but QCAD has saved me countless hours of drawing by hand!

Yes. I assume you are printing within the "Print Preview" dialog. Correct?
Let say your mm dimension is set to 3.5 mm. If you print in a 1:10 scale everything is 10 times smaller. Just as you said ...
If you change the Dimension Settings below Menu / Edit / Drawing Preferences from 3.5 to 35 then every dim in your drawing will be changed to that new setting. If you have more difficult numbers to deal with (pain for mental math ) QCAD also accepts simple mathematical expression like 1/10 or 1*10.
Long story short:
If you scale the drawing 1:10 write into the dim dialog 3.5*10
If you scale the drawing 10:1 write into the dim dialog 3.5/10
or (leads to the same dialog)
Note: Everything what is changed in Drawing Preferences affects ONLY the actual drawing.
